On December 30, 2024, our company was honored to be invited by the Qingdao Human Resources Management Association to participate in the “2025 Review of Major Events in the Field of Labor and Social Security Law” forum held in Qingdao, where leading HR professionals and legal experts gathered to examine the year’s most significant legislative and regulatory developments The event was hosted by the Qingdao Human Resources Management Association, founded in May 2006 to serve as a platform for local HR leaders to share best practices and interpret policy changes.
The forum featured in-depth analyses of the Standing Committee of the National People’s Congress’ legislative planning for a new “Basic Labor Standards Law,” reflecting Beijing’s intent to strengthen core labor protections and dispatch-agency oversight in future amendments
Participants also reviewed the ongoing implementation review of the 2011 Social Insurance Law—an initiative aimed at aligning medical insurance administration under the National Healthcare Security Administration and unifying premium collection with tax authorities
Experts from top law firms and financial institutions presented case studies on export credit insurance, FX hedging, and compliance frameworks to equip attendees with practical tools for risk mitigation .
Attendees explored how these legal updates intersect with corporate human-resources management, from revising labor-dispatch agreements to auditing social-insurance contributions and strengthening dispute-resolution mechanisms
Looking ahead to 2025, participants noted that China has enacted the Measures of the State Council on Gradually Raising the Statutory Retirement Age, effective January 1, 2025—incrementally increasing the retirement age to 63 for men, 55 for blue-collar women, and 58 for other women over a 15-year period
Concurrently, the government is set to introduce illness and disability benefits under the basic pension system, adjust pension-contribution requirements, and simplify cross-border HR data-transfer rules—developments that will further shape workforce-planning strategies
By participating in this year-end review, our company has gained firsthand insights into each regulatory update and its operational impacts. We will immediately initiate a comprehensive overhaul of our HR policies: updating labor-dispatch agreements, retraining HR staff on social-insurance contributions, refining our gig-worker protocols, and leveraging streamlined e-government services. These measures will ensure our human-resources management remains fully compliant, strategically adaptive, and capable of supporting our continued growth in global markets.
